English Councils Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a recent poll of municipal councils, English councils are planning to sell community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in England stated that six out of ten of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have in the past come under fire for disposing of public land and open spaces to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the majority (60%) of local leaders stated they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its property management strategy featured the sale of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the key cities group, which covers several urban centers, also found that more than 70% of councils will need to raise council taxes next April to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to achieve both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently also found local finances being strained by the increasing figures of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” noted the study.

“While only one key city is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
